A thermometer may read −5°C while an app shows a “feels like” or wind chill value of −11. This does not mean the air has reached −11°C. The index describes how the combination of cold air and wind increases heat loss from exposed skin, expressed as an equivalent calmer-air condition.

Air temperature and wind chill are different measurements
Air temperature is measured by a thermometer shielded from direct radiation and other influences. Wind chill cannot be measured with a thermometer; it is estimated by a model. Environment and Climate Change Canada expresses the result in a Celsius-like value so people can interpret the cold risk more easily.
Keep the actual temperature visible. “Wind chill −11” and “air temperature −5°C” answer different questions.
Why wind makes the body lose heat faster
In calm conditions, the body warms a thin layer of air close to skin and clothing. Wind continually replaces this layer and increases heat transfer to the environment. Wet skin or clothing can accelerate cooling further through evaporation.
The index mainly represents exposed skin. Windproof clothing, insulation, activity, sunlight, wetness and individual characteristics all affect what a person experiences.
How the wind chill index is calculated
Models combine air temperature and wind speed. The US National Weather Service bases its index on heat loss from a human face, adjusts wind speed to typical face height and assumes no warming from sunshine. Its equation has a defined range of use; it is not valid for every temperature or wind speed.
Canada publishes wind chill when temperature is 0°C or below and wind reaches at least 5 km/h. In its table, −15°C with a 20 km/h wind produces an index of −24. That is an example under one official method, not a shortcut for other combinations.
What the value says about risk
As the index falls, exposed skin loses heat faster and cold injury may occur sooner. Canada classifies −10 to −27 as moderate risk during prolonged unprotected exposure, while −28 to −39 is high risk, with exposed skin potentially freezing in 10 to 30 minutes. These are guidelines for stated conditions, not a personal countdown.
Children, older adults, people with health conditions, anyone staying still and people without shelter may need greater caution. The CDC describes hypothermia and frostbite as dangerous conditions and recommends limiting outdoor time during extreme cold.
What wind chill does not mean
- It is not the air temperature. The thermometer still measures the real temperature.
- It cannot cool objects below air temperature. Wind makes a vehicle, pipe or water cool to ambient temperature faster, but not lower solely because of wind chill.
- It does not describe everyone equally. Clothing, exposure, exertion and health matter.
- It may not include sunshine or moisture. Read the provider’s method.
- It is not an official warning. Warning criteria vary by service and region.
Can frostbite occur above 0°C?
The National Weather Service explains that wind alone cannot cause exposed skin to freeze when the actual air temperature is above freezing, although long cold exposure can still contribute to hypothermia. Contact with cold surfaces, water, snow or other circumstances needs separate assessment.
This is why the wind chill value should not be treated as a second physical thermometer reading.
Mean wind, gusts and personal exposure

A ridge, mountain pass, cycling speed or street canyon can increase airflow across the body; woodland or a wall may reduce it. A forecast-grid value cannot reproduce every microenvironment.
Using the value when planning
- Read air temperature, mean wind, gusts, precipitation and warnings together.
- Check how the app or weather service defines its index.
- Cover exposed skin with a hat and gloves, keep layers dry and use a windproof shell.
- Plan shelter, warm-up breaks and a shorter route as the index falls.
- Watch for numbness, pale or waxy skin, intense shivering, confusion or poor coordination; seek help for concerning symptoms.
